Program of Action

1. Promote/Facilitate Creation/Production, Exchanges and Sharing of   Information, Knowledge, Experiences and Skills among and between different stakeholders (e.g., NGOs, POs, Academic and Research Institutions, Government Agencies, Bilateral/Multilateral Aid Agencies and International Financial Institutions, etc.) in CBCRM/ICM to   advance the theory and practice of CBCRM in the Philippines and the southeast Asia region in particular and in the whole world in general.

The following activities may/will be undertaken:

a. Establish a data base (i.e., project profile) of the different stakeholders in CBCRM/ICM in the Philippines and set-up a web site;

b. Organize “resource pools” along the different themes/components of CBCRM/ICM (e.g., community organizing, participatory research, fisheries management, sustainable livelihood, governance, gender mainstreaming, etc.) for generating, developing, advancing and testing new ideas in the methodologies and components of CBCRM/ICM practice;

c. Facilitate integrated and interdisciplinary discussions on timely and critical    issues by conducting Roundtable Discussions,  Lecture-Fora among the different disciplines as venues for learning and identifying research, training and policy agenda;

d. Establish a “learning network” – a broad framework and mechanism for  exchange and learning at different levels (e.g., individual, group, program, institutional, etc.) among CBCRM/ICM advocates, practitioners and project implementers at the community, provincial, national, regional and global level. The “learning network” could be operationalized through different infrastructures of learning like a 1) library, 2) e-mail/web site and through fostering internships and volunteer programs and cross visits to different “learning project sites”.
 


 

2. Promote and Advance Standards of Good Practice in CBCRM/ICM.

The following activities may/will be undertaken:
 

a. Initiate a process of developing indicators of standards of good practice that may be use in monitoring the different projects and programs of the various stakeholders;

b. Develop and pursue  an advocacy agenda in cooperation with existing networks e.g., NGOs for Fisheries Reform (NFR) for strengthening CBCRM/ICM practice in the Philippines and in the southeast Asia region in particular and in the whole world in general;

c. Conduct dialogues among and between the various stakeholders on how best to promote and advance the standards of good practice in CBCRM/ICM;
 

3. Foster and strengthen linkages between and among the various advocates, practitioners, and stakeholders in CBCRM/ICM by promoting an open and frank atmosphere for discussion and exchanges with upland programs/forestry.

The following parallel activities may/will be undertaken:
 

a. Undertake constituency building activities at the provincial and regional level;
- co-host / sponsor regional activities
- set-up regional pools;

b. Initiate the formulation of a “Code of Ethics” that shall guide the relations between and among the various stakeholders  in CBCRM/ICM (e.g., selection of project sites,  intellectual property rights, conduct of research etc.);

c. Conduct activities that will foster mentoring in capability building and program development of respective partners (e.g., cross visits, volunteeering/ secondment, internship, peer evaluation, etc.); .

4. Create and strengthen a focal point for interactions and exchanges among all advocates and practitioners of CBCRM/ICM.
 

a. Strengthen the different centers of initiatives e.g., CBCRM Resource Center and the different provincial and regional point organizations by strengthening their capability in networking, information and communications system and learning and knowledge management;

b. Create venues for fostering “connectedness” among the members of the network by holding recreational and celebratory activities e.g., recognition or    special awards for members who have distinguished themselves in various endeavours;

c. Foster “ownership” of the CRM NET among the members by observing participatory processes of decision-making and in undertaking the network’s activities;
