          The CBCRM Resource Center is a learning center established to promote exchange of experiences and the generation of knowledge on resources management and sustainable livelihood in the country. It is an affiliate of the U.P. Social Action Research and Development Foundation, Inc. (UPSARDF, Inc.), the foundation of the College of Social Work and Community Development (CSWCD) of the University of the Philippines. As a Center it derives its perspective from the CSWCD Philosophy”…that people, in general, and Filipinos, in particular, must live in a just society. It strives towards the creation of a society that meets each one’s basic needs by ensuring equal access to opportunities and benefits through people’s participation so that each one may effectively contribute to the realization of every person’s potential”.

          The Resource Center sees itself as a part of the vibrant community of CBCRM practitioners and advocates in the country. Being academe based is the Resource Center’s unique strength. It can complement the CBCRM community by serving as a channel for other disciplines to interact, thus enriching the theory and practice of this relatively new discipline. The Center likewise aims to forge unity with like-minded groups and individuals and serve as a lead entity for advocating standards of good practice for carrying out CBCRM programmes.

          The Center taps the resources of the CSWCD in particular and the University of the Philippines in general – its faculty, students (undergraduate and graduate) and its facilities for its activities. At present it is being managed by a Management Committee composed of three faculty members through a Center Coordinator. The faculty members associated with the Center, individually and collectively, have been involved in CBCRM programmes and related activities for more than a decade now. They also relate with the NGOs for Fisheries Reform (NFR) as fellows.

          The Center is currently implementing the Anda Community-Based Coastal Resources Management project in Anda, Pangasinan that is supported by the International Development Research Center (IDRC) of Canada. Through the support of OXFAM Great Britain  and the Foundation for the Philippine Environment, it is also involved in the formation of a CBCRM “Resource Pool” composed of different CBCRM practitioners and advocates and the “CRM Net” which is a monitoring network to establish a standard of good CBCRM practice.
