HISTORY

Festival Workshop 2000 is the third and final workshop of a series organized under the Southeast Asia Case Writing Project (SEA-CWP).  This project is a regional expansion of a similar undertaking in 1995 that produced “Seeds of Hope,”  a book on CBCRM practices in the Philippines.

The first Festival Workshop was held in Hue, Vietnam in April 1998 where the identified partner agencies conceptualized the framework of their case studies.  The second Festival Workshop followed closely on August 24-28 in Laguna, Philippines wherein writers underwent training-exercises on case study writing.

THE ORGANIZERS

This activity is mainly sponsored by the Coastal Resources Research Network (CoRR) in cooperation with the CBCRM Resource Center.  Both are academic research institutions that have been involved in CBCRM practice for some time.   CoRR is based at the Lester Pearson International of the Dalhousie University in Canada, while the CBCRM-RC (Community Based Coastal Resource Management Resource Center) is attached to the College of Social Work and Community Development of the University of the Philippines.

THE WORKSHOP SITE

Participants will be housed at the Bolinao Marine Laboratory (BML) in the coastal town of Bolinao, Pangasinan some 150 km north of Metro Manila.  The BML is a station and laboratory managed by the University of the Philippines - Marine Science Institute.  Its waterfront faces Lingayen Gulf, one of the few remaining rich bio-diverse ecosystems that has been the focus of various resource management programs in the past decade.

Except for the festivities during the first day which will be held at the scenic Cangaluyan Island, a 15-minute boatride offshore, all the workshop and plenary sessions will held at the BML.

All participants are encouraged to bring their beachwear.  However, we also strongly advise on taking along your rain gear.  The weather at this time of year is variable.

OBJECTIVES

The Festival Workshop 2000 was organized in support of the goals of the SEA Case Writing Project.

The main objective of the project is to advance CBCRM practice by documenting and learning from the community-based and participatory approaches used by selected non- government organizations (NGOs), people’s organizations (POs) and academic and research institutions involved in sustainable development efforts in coastal communities in the Southeast Asian region.

The specific objectives of the project are:

1. to enhance sharing of CBCRM practices in the region and deepen theoretical perspectives on CBCRM;

2. to document and disseminate the experiences and draw lessons that may be useful in addressing similar situations;

3. to assess and refine the methods, strategies and approaches used in CBCRM programs among coastal managers in NGOs and POs, academics and policy makers in the region;

4. to identify possible areas of collaboration to help strengthen existing CBCRM programmes in the region.

An added attraction to the culminating workshop will be a cultural festival  that will gather CBCRM advocates and fisherfolk communities of Lingayen Gulf in a spirit of celebration and sharing. The festival will feature the cultural wealth of fishing/coastal communities in the form of song, dance, theater, and other traditional practices.

WHO WILL PARTICIPATE?

The three-day Festival Workshop 2000 will gather about 20 writers and institutional partners of the SEA Case Writing Project from Cambodia, Indonesia, Vietnam, and the Philippines.

Around 30 other practitioners and advocates of coastal resource management from various NGOs, fishers’ organizations, academic and research institutions, funding agencies and government agencies have been invited to join.

The Festival Workshop 2000 is open to a limited number of interested individuals and institutions who may want to attend as guest participants.  A subsidized registration fee of P 4,700 pesos (US$120) per guest participant will be charged.  This is inclusive of group transport to and from Metro Manila, food, accommodations and materials.
